Open questions published before they are answered, with the current limit stated on each.
Work appears here while it is still open. Publishing early is a commitment to report what the work eventually shows, including a result that does not support the premise it started from.
What is in this group
Measuring local economic resilience is an attempt to build a resilience measure that small authorities could compute from nationally published statistics alone. The established indices assume survey instruments those places cannot fund, so the places with the least capacity get the least measurement. The attempt is unfinished.
Each page states what it cannot yet support
The resilience work carries an explicit limit: the measure is not validated for allocation or funding decisions. That sentence matters more than the analysis around it, because a partial measure with a plausible name is the kind of thing that gets used anyway.
What happens when something here finishes
It moves to a stage that says what it became. A run against data becomes an
application, a supported result becomes a finding, and an account of the whole
chain becomes a case study. The /pipeline/ view shows every chain and where it
stopped, which is also how work that quietly stopped stays visible.
