Designing for use
A measurement framework is useful when a result can inform a real decision. Pilot design therefore identifies the intended user and decision before choosing measures, following the practice approach.
What we will not claim
Attribution is difficult and often unavailable. rhizae does not currently lead high-stakes causal evaluations. Where a design cannot separate a program’s effect from other factors, it must not imply that it can. See Evaluation.
